I wonder if i'd work in reverse. ie you charging them for damage to a tyre caused by a pothole?

If the highways agency had been doing their job, there shouldn't have been oil on the road in the first place. Since it was their fault, that's where the claim should come from.

You can! If you can directly prove that it was the sh!tty road that damaged your car then you can claim, but don't expect anything quick
There was a thread over on Driftworks not long ago about claiming for buckled wheels, people did it but took awhile

You can! If you can directly prove that it was the sh!tty road that damaged your car then you can claim, but don't expect anything quick
