Shouldn't this be further down?
ie. covering ALL the base and only coming up as far as the handle?
From the picture, it certainly looks that way from the shape of the gaiter?

No - if you look at the smaller base there is a frame/ridge around it where the base fn the gaitor goes round.  The gaitor is not wide enough to go under the base - besides how would you screw it down if it's covered?

That gaitor is designed to cover the handle.
