You can get an iPad for that money (Apple refurb) but as said, it's not the best for the job.

The iPad isn't that great for web browsing anyway because it won't work with any flash based websites (which is a lot).
Sure you can write emails or letters on the iPad but the on screen keyboard isn't great for any serious writing and unless you put it on a stand with a separate keyboard the typing/viewing angle is bad for posture. The screen is also not big enough to view large documents properly, you end up scrolling around all the time.
Also if you actually want to print a letter or anything directly from an iPad you need to buy a compatible AirPrint printer.

Don't get me wrong, the iPad is a good device, the apps are great, games are good too but it's not the best for anything text related.

As for the Fujitsu, it looks like a good find. Ok it's not going to set the world alight or run games brilliantly (the built in graphics card isn't up to much) but for what you want it's fine. I used to have a Fujitsu laptop years ago and had no problems with it.
That one is actually similar spec to my current Dell (dual core, 4GB RAM, 500GB hd, Win7) and I find it perfectly adequate for what I want, runs Win7 and Photoshop and more absolutely fine.
