Insurance with a new engine

I'm looking at putting a 1.3 in my brother's K reg 1.0 Polo.
His insurance company (Admiral) say they won't touch it with a 1.3 even if the 1.0 is hard to come by.
Also they said if he gets another 1.0 put in then he needs written evidence from a garage that the job has been done properly
Does this sound right?
What is the best insurance company that deals with slightly older people(nearly 40) with an engine change, not a tuned engine, just bog standard?
