Anyone else noticed how laid back the police are on blown bulbs now?Every other car I'm seeing has one headlight bulb!

Was following a police car and went past 3 cars with one headlight bulb working, one with no sidelight either on the same side. They didn't pull anyone.
Have you tried changing bulbs on some cars, they are a pain in the back side, no wonder people can't be asked. I just hate when they replace a bulb blown for full beams and fogs.
