golf takes eternity to start - any advice

hi,my mate has a 1995 mk3 golf gti 16v,5 door,heres the problem - it takes ages to start,new spark plugs,leads,etc ,also a new ignition coil,when key turns,i can hear it trying to start,but doesnt,then it will start after about 10-15 mins,by then battery drained,so having to charge it up again,for problem to happen again and again,anyone any suggestions/advice? I thought if it was immobiliser it wouldnt even try and attempt to turn over,but engine wants to,heres what i saw today,fuel gets to engine ok,theres a part that sits underneath spark plug cable 2,its locked in place by a cir-clip type thing,where if its loose then petrol pours everywhere on start up,the fuel reaches this but for some reason cant go further,if anyone knows the proper name of the part im talking about,what is it,and any ideas as to why it wont let fuel go further for it to start?

Do you mean the fuel pressure regulator?

Thats what i thought,but typing it in for pics of it and they are not the same,iv had fuel pressure regulator/fuel sender in my mind,but judging by the research iv done,the immobiliser could have something to do with this,forcing a fuel cut off switch to kick in
