Mines carpeted too.  . Dont have the tool kit foam though, and my spare wheel is a 16'' steel.  Obviously the previous owner had removed it, and then when time came to sell he just threw something in. It doesnt even fit in properly!

yeah mine is a 16" steel space saver and the tool bit in mine is hard plastic with a rubber strap that holds it in.
why is my spare wheel 16" with what looks like a huge tire profile when the standered gti wheels are 15"?

My '93 car has the dimpled stuff (1.4 CL) while my '97 car (1.9 CL) has carpet.

Early spec was foam and sh!t

mine had it but i swapped it for the carpet that was in the late spec 16v gti i got recently

As Kells mentions above, my 97 16v came with a fully black carpeted boot space.

I think from memory my 1996 had carpeted sides.
