Cant do up caliper bolt?

The other day I tried to put my calipers back on, but the bolts wouldnt screw in at all. I would start it off for a few threads then it would just stop. I'm not crossthreading it either. I tried heating the caliper mount bit with a blow torch but that didnt work. Will I need to get some sort of threading tool and re-thread it?
