I think there should be a law along the lines of:-
'if you are using unsuitable tyres and you cause an accident or blockage of road because of the unsuitable tyres' then-
Your argument doesn't really hold weight. Whether you have winter tyres or not, if you cause an accident you will still be liable.
As for blockage, I'm sure we have all caused a blockage at some time. Mine being when my clutch cable snapped right on the centre of a junction!!
The problem with bringing in a law to determine the most suitable kind of tyres, where is the cut off point? Winter tyres are more suitable for temps below +7 (or there abouts?) So what about these freak +10 days we get in January? Would drivers be expected to change tyres on a day to day basis depending on the weather?
I totally agree that there is nothing worse about drivers causing accidents in the snow through carelessness but I can't help thinking those same drivers with "winter tyres" on will just push the boundaries and still continue to cause accidents.
