They look like the spots but most the spot ones ive seen have the little hella badge in the centre. 
The fogs have a huge amount of lines on the lense.
The fogs were an option but a rare one. Campaigns came with them standard and i have a vague memory maybe the GX did too or maybe not, 1983 was a long time ago for me to remember

These are hella spots, later version.  My first GTI and my 1980 cabby both had the ones you mention with the little blue badge in the middle.  the later ones didnt.  I dont remember 83 that well either, i think i was 5!
