Sanding advice

Right guys, I know this has probably been covered before but I couldn't find it with a search.

My dad is repairing some damage to the rear bumper on his Honda Accord estate, so far he's scratches filled the scratches and sanded down the filler. He then applied a couple of coats of primer, and is planning on sanding that down and applying a couple more coats of primer. He is then going to sand that with 1200 W&D, then apply a few coats of paint etc. Should he sand the paint using a really fine W&D before appling lacquer? If so what grit?

To finish he'll sand the lacquer with 2000 grit W&D, use a cutting compound on it and buff it all up using a Lambswool Bonnet on an orbital sander.

Does that sound about right? Or has anyone got any other suggestions? It's only a small area on the corner of the bumper.
