Yep the hanbrake mechanism does work, but one side will not work if i put the spring back on.

I have taken it of and it works fine.

so its the actual wee handbrake rachet on the caliper that is also seized?

they can also get mal adjusted mine did this, take the caliper off and wind the piston back into the body until you have a mil of clearance, feeler blade then connect it all back up and you will be fine
