you have to have proof you own the car i.e. the V5 document amongst other ID? having said that i suppose you could bribe a bent number-plate maker to do one on the sly
Yes, you do have to have proof. Sadly though, it's all to easy to find companies on the web who will make up a plate without requiring to see any proof of vehicle ownership.
