What does this breather pipe do..?

Firstly apologies for the description but its the small soft pipe that runs from the middle of the air intake hose and runs to the top of the manifold just under the oil filler cap.
Seems like the oil filler end is twisted and may be restricting air flow.
Any ideas if this normal or should I remove and reseat it to see if it make any difference?

i doubt vw would of made it with a kink in it to restrict the flow.

Give it a try and see i guess
