one thing is too make sure when u changed the idle control valve u had the exact part  number from the orginal one and werent from a audi or something similar, this can cause high idles

second, u may have a air leak drawing in air can cause high idling, spray brake cleaner around pipes while engine running to see if engine note changes.

thirdly, i do car diagnostics, on one of my code readers on mk3 digifant ecus there is a function that re-calibrates the idle speed electronically and generally lowers it and sorts it out basically, u could try and reset your ecu, disconnect battery for 30 mins, and let ecu learn again.

Also worth checking acceralerate cable isnt too tight, theres a adjustment on the plastic ribbed part, little clip can be moved down the ribbed bit

Hope something helps

what is the rubber seal like that the idle valve sits in?, when my 16v idled high, i found it had a 8v valve on it, the 16v is a bit bigger, also i went through 3 16v idle valves untill i found one that worked!!.
