Hazards only work when the car is running

My car has had this feature for a while. Occasionally they work without the engine running, but then stop. More often though they only work with the engine running.

Any ideas welcomed.

its a 89 16v with hazard switch on dash.

There was an alarm on my car at some point. Its not wired up at the moment but the siren is still on the bulkhead. I ve never had the alarm on and not sure if it works or not.

id say its the alarm at fault here, it'll likely have been spliced into the indicator loom to flash the hazards when armed/disarmed so I'd start looking there :)
