where to buy a blank vw vin plate?

I need to sort out some new ones for the mk1 (nothing dodgy just they were removed when car was smooted and old rusty one is just kept in the gloves box and it needs attaching to the car body)

Vag said they can supply me but with loads of hassel, have to go to police get forms, them to check car over etc.... just want to find a qucik way to buy one.

Im guessing its gonna be difficult to get one because most people are going to think thats it's dodgy to selll em!

Couldn't you clean the rust off the old one?
