Ok, my sills are just starting to go, now, do I fix the issue as it happens or just replace both sills? keepin the car for a long time so want to do somthing that will be good for years to come?

If it's a keeper you're best of replcing otherwise you'll be in the same boat every year. If you were thinking of getting shot before the next MOT then a patch up would suffice.

its a keeper for sure...so...approx cost for doing the job? I need to get the car MOT'd just before im off to germany in it so wana get the work done now!

No idea on that front, never had them done on a golf. Ring up a few local bodyshops and they should be able to give you a rough idea over the phone.
