rear bumper

hey all
just purchased a rear bumper today from a scrappy
gettin it painted white as its red at the mo

but the black part has few scuffs n chunks hangin off
can this part be repaired i could sand it but it wont look the same

hit a problem now i was puttin my rear bumper on
i hand tightened the bolts in then used a socket got 3 tight then the last one
seemed to have snapped the part it was threading into on the bumper bracket
how do i get the bumper off as i cant get the bolt out
