That’s a very very late registered TCR and nice low mileage too so well worth hanging on to.
I’d definitely go for the All-in plan if it were me. It does go on offer periodically aside from November deals, usually less of an offer than the 25% off but still worth going for even at full price.
There’s little chance the brake discs and pads will need changing for a few years yet at that mileage rate so not really a worry unless you track the car or brake like a hooligan. Even then I can’t really see VW having an issue with you changing discs and pads yourself so long as OEM bits were used. Brakes, hoses, clutches, belts, dampers etc are usually deemed wear and tear items anyway so generally don’t have much warranty cover.
