It's very hard to draw any conclusions from the clip, but playing devils advocate; it is arguable that the pug is in the wrong lane to start with, since he isn't gaining on car in the left lane. And then to come to a stop, without even attempting to reach a safe place (if it was a mechanical fault) is just crazy.

Could still be a scam, just not very well thought out, he may have been anticipating the van rear ending him. I really am struggling to put an angle on it where the pug isn't at fault. Even if the van is tailgating, he still managed to stop in time, which means car number 3 was traveling too close.

Bottom line is, its the fault of the vehicle that went into the back of the van! The lesson to learn here, is not to tailgate vans especially when you can't see past them!

Well, yeah, but had the pug not stopped, they all wound have gone merrily on their tailgating ways without a crash.

I feel for the van driver, he was the filling in a messy sandwich, still, at least he is alive.

No way it was travelling that close to make such an impact on a van. More like not paying attention.

This. That was one hell of a whack and I wouldn't be surprised if it knocked the transit driver out. (There wasn't much braking being done after). I was rear ended at 25-30 mph last year and that looks much worse. I felt like I had been whacked in the back of the head by a cricket bat. 

If that had been a 1 ton Fiesta instead of a 2+ ton Transit, conservation of momentum means that it could have been very serious (if it wasn't already).
