steering issue on my mk3

Hey all. Got an issue with my steering. Taken it to a garage, they agree with me but can't find the cause of the problem. While driving my steering will be light or ridiculously stiff and hard to turn! Can change at any second.

Anyone have any ideas what's going on?

fan belt slipping?
ps fluid (special VW oil) full to appropriate level?
does the ps pump make any kind of noise?

It had a shiny new ps pump 6 months ago and all belts replaced 10 months ago. A mechanic checked all the belts and steering system today and found nothing wrong. When the ps pump was replaced it was filled with the correct vw oil. It only makes a noise on full lock at low speed.

It's had the same problem since I've owned it but yes it's been checked to make sure it all lines up

New v belts wont grip a worn pulley even more so when wet, worn belts slip at will
