Headlight position under bonnet

I have just bought a 3 door Mk4 1.8T GTI. When the bonnet is down, the passengers side headlight sits slightly more towards the engine than the drivers side headlight. In other words, it is not flush with the bonnet.

Is this normal or is it a sign of something else?

Accident damage? Low quality pattern parts? Poor fitment?
