bank 1 camhaft a (intake): advance setpoint not reached (over retarded)

took it to the garage after discovering this fault,he thinks its the tensioner on the chain for the cams that needs replaced,and sounds like its going to be expensive,is this likely to be the cause? the car doesn't feel or sound right
