clock spring question

the horn, steering controls and cruise control isnt working on my car but the airbag light is NOT on. ive checked the fuses and tried 2 different no 53 relays and wouldnt work. is there a way to check that it is the clock spring that is at fault? could it be something like a faulty earth wire as around the same time the headunit stopped working and the fan/blower. headunit was a blown fuse and fan/blower was a faulty earth cable.

anyone???
ive checked the earth points underneath the battery tray and they seem fine. ive also put a volt meter on relay 53 and it shows that power is going to it. i also tested the earth at the back of relay 53 by putting the volt meter on a live and it came up with13 so i take it the earth is fine.
