Refurbished Alloys, is there a way to tell?

Basically I got my dealer to paint my alloys before picking up a brand new car.
On handover I noticed they had painted over the weights!! WTF. I told them I wasn't happy so arranged for a driver to pick up my car in a week or so, so I could at least get the enjoyment of having the new car first.
Given that the supplying dealer was about a 200 mile round trip, I decided against some driver screwing my car there and back so it gave me an excuse to pick up some winter alloys and put them on the car.

When I took the original alloys off not only had they painted over the weights, they had what looked like, kerbed the inside of every wheel!!  I was totally p!ssed off and told the dealer I wasn't accepting them back as they will have been refurbished, yet they are brand new wheels.

The first picture is pretty representative of how all the wheels were on the inside.
The next picture is a bit where they obviously just couldn't be bothered painting.

They have agreed the wheels will be replaced however I've just got this strong suspicion they will refurb them and try and pass them off as a new set.

Is there a way I can tell if they've been refurbished or not?

Given this is a brand new car just out the wrapper was shocking!!

I remember seeing on top gear once that there was a tool you could get that would measure how much depth of paint was on a car for example you could hold the tool on the bonnet and it would say something like 1.5mm and you could hold it on the rear quarter and it could say 2.5mm which would indicate that there has been a paint job done on the rear.

Im sure this manner would also work with the paint on the wheels.

But on failing that i guess the dealer will order brand new wheels direct from the dealership?
Id ask one of two things 
*ask the dealer to place the order with your local dealership for you to pickup your new wheels direct. (Will save him on shipping costs and at least you will know there brand new. )
* or ask for a copy on the order/invoice for the new wheels and tell him you want them fir your own records.

Other than that take the car back completely and buy else where.

Yeah a paint thickness gauge that is used in car detailing. The only thing about that is, wheels tend to be acid bathed and the old paint removed before the new paint goes on so chances are it would just read the same as normal wheels unfortunately.

If they deliver them to my local dealer, it means I'm left with organising putting the tyres back on!

Thanks for your suggestions though. Maybe the invoice and/or sticker left on might be enough.

That is dreadful for a brand new car.

I'd be demanding a replacement set/fresh refurb and or some money back for the hassle of it all.

I wouldn't accept a refurb on brand new wheels hence my question is there a way to tell  :laugh:
They have agreed to replace them but like I said I am suspicious they will just refurb.

But since they will owe me £200 for the colour change that I paid, I've told them to keep the cash and replace with upgraded wheels!!  So they are currently thinking it through.  Its the least they could do I reckon.
