clock spring fault or something else?

i just got my golf and i was trying out the cruise control on the way to work. the on the way home i tried it again but the green light on the dash wouldnt come on. then i noticed the horn and steering wheel volume controls didnt work. ive also noticed a problem with the wipers, when they go down they stop in the wrong place, about a couple of inches higher. it only does this sometimes but when it does the wipers wont switch off untill it gets back into the proper rhythm. i did check on google about the horn and steering wheel problem and some people mentioned to try relay 53 under the steering wheel. i got another one of these off ebay but it hasnt solved the problem. how can i make sure its the clock spring thats gone? ive also tried the contorls while moving the steering wheel round and it didnt work and the airbag light is not on.

common fault, just get yourself another one from ebay or the scrappy and set yourself and hour aside to change it. Airbag, steering wheel, horn/airbag ring gear, retainer and finally stalks need to come off
