You can get aftermarket wheels with airbags bit they are a bit pricey. I think a mk4 will fit but i doubt you could get the airbag to work.
Your best bet is to get a leather mk3 wheel. There's plenty around as all mk3s with leather had them. You can just put your airbag straight in. This is the easiest and safest thing to do. And probably cheapest.
