advice with '89 GTI 16v

i own a 1989 golf gti 16v, runs fine, except at idle - slight judder through the steering wheel, also, when changing down in gears, and coming to a stop, rev counter drops below idle marker and often stalls. can anyone tell me the possible cause of these problems im experiencing?

Remove the isv, and clean out with carb cleaner. Replace and enjoy.
