Does Big bumper model need/have lower front pannel

question as above, i recently took off my bumper and noticed theres is no lower pannel under the bumper, i know with the small bumper model there is a pannel, should the big bumper model have this or is this only there for the small bumper model?

thanks guys was just checking as only had small bumper mk2's befor so wasnt sure
