hi mate, im doing my g/f wheels as we speak:
to start yes you can the weights put on the inside of the wheel, depending on how bad the wheels are, if there are kurb scuffs then you need to grind them out, dont use filler.
other than that, rub the whole wheel down with about 600 wet n dry, use warm water in a bucket and a drop of washing up liquid (stops clogging)
PRIMER: min 2 coats, between each coat (allow to dry) rub down with 800 wet n dry, after the final coat (allow to dry) rub it down with 1500 wet n dry before applying the silver,
SILVER: min 2 coats, again (allow to dry) rub down with 1500 between each coat once your happy with the result time for the laquer,
LAQUER: min 2 coats, i dont rub between coats of laquer.
once the laquer all nice and dry give it abit or t-cut or finishing compound
Ps if you havent got a source of heat to help the paint dry then leave overnight before rubbing down
