number plate/dash light problem

Right I've had enough of this, its confusing the hell out of me!

Nothing's loose behind the fusebox, I've got power at the grey/green wire at back of the switch, power at the 2 grey/green wires on the blue multiplug and the black multiplug, also got power at the grey/green wire on the left hand side in the far corner of the boot where the wire joins the loom for the number plate lights. But no power across where fuse number 20 goes in the fusebox! Also I must say that although its showing power at the plug in the boot, theres no power at the plugs for the number plate lights. I can't get my head around this. I'm guessing as I have no power across the fuse but power at the back of it with good connections, that my fusebox maybe at fault? I have another one so would that be a good plan?

if theres power in the boot then there is power at the fuse, unless some serious bodging has gone on. check in the rubber boot on driver side between tailgate and body for damage, and check the brown wires on plate light plugs for continuity to ground
