the garage i work for has got a mk3 golf in . the heater never gets hot inside the car. all the pipes coming in and out the heater are hot. so we went on replaced the thermo stat and water pump thinking the water not be circulated. we bleed the system up and the car doesnt boil and no signs of headgasket gone. but still no heat in the car. were lost :undecided:

Is it possible that the heater matrix could have gone and someone has bypassed it instead of replacing it?

Is it warm air/cold air - outside air? Could be the directional flap faulty. Had this on a BMW Mini which had me stumped as it had a coolant leak too, don't know much about the Mk3 system but worth checking

On a mk3 the crash rail behind the dash gets in the way, major job to replace it to be honest.
