Another option is to get diffarant tyers. The wheel can stick out but as long as the tread is under then arch its ok and will pass. There will be a lot of strech on the tyer thow.
A little like this

Well your only option is to mod the arches, they might be nice but having to run a 15mm spacer is not good.

thats what im thinking but I cant find any decent mods for the arches. whats bad about spacers? extra strain on the suspention?

Spacers are not such a big problem you can get like 50mm Spacers there will more strain on components just by lowering 10mm . Your wheels sticking out is a problem all I can think is get your arches rolled and flared.

im in Edinburgh and there are not that many garages here (Ive only recently moved but still...) that would do such a thing. most bodywork shops either say its too complicated or the price is 300-400 per arch which I find is a bit too steep even though they might have to spray paint.

If I was to stick a piece of thick plastic under my arch so it just covers the wheel, would that constitute to my wheels not sticking out from under the arch?

Flared arches are real nice and all that, but i wouldnt go through all that just to pass an MOT?
