I want them to be quite dim unless I've got my high beams on.

Er, why? That's one of the things I roundly curse on my Mk.3, that there's such a drop between main and dip beams. You can be hoofing along without a care in the world on main beam, someone comes the other way, you dip and the blo*dy world disappears! I'm very actively considering beefing up my dip beams a bit rather than dimming them.

I've got angle adjusters, so the dipped beams are quite good as standard.
