yeah the white thingy is a accumulator/vapour seperator smooths out the flow of fuel and removes any bubbles. if you can get em cheap enough its worth a go.
ive seen peeps fix similar problems to this by putting the pump feed direct to the carb, problem there is you loose the fuel tank return, soi i expect it'll use a bit more fuel than normal?

Is the accumulator removable/cleanable without breaking? I could see if theres any crap in there or something?

mines now 25!!! but I've replaced most things!!!

not sure really, worth a look anyway! worst case plumb the feed from the pumpy direct to carb, see em running like this all the time

Heh.used to bypass that with my clipper 1.8 that had fuel tank full of rust.
Pulls fuel through much harder with it disconnected.Also i had a1.3 years ago that kangarood when you tried to pull away and my dad used to have to bend a spring on the choke to stop it doing it.
Sorry cant go in to more detail on that but carbs are witch craft to me.
