Idle control valve

Got an issue with the idle on my golf! Ive cleaned the throttle body, the idle control valve and the pipes in carb cleaner, but it still idles at 2000rpm.  But if i pull the hose out the top of the rocker cover the idle goes back to normal  :huh:  Im thinking it must be the idle control valve which is buggered, any ideas? Anyone got a working one they would sell?

Yeah think i have got 1 sat in the lock up, whats it worth?
