Do mean the lever visibly doesn't fully return to the stop position, i.e. theres a definite gap, in which case...
1) Advice as per what the guys said above.
2) Try adjusting the throttle cable via the rubber bung on top of the throttle body to make it looser.
3) New throttle cable is an option as they can get stiff.
If there isn't a visible gap, it might be your idle switch (the rubber button on the throttle stop) isn't being pressed firmly enough which could give the high rev symptoms you describe as the ISV wouldn't be engaged properly. This might be cured with a new idle switch.
