Could be loads of things. Easiest things to look at first I can think of are:

1) Chuck a big bottle of redex through it. I heartily reccommend "redex advanced" as it increased the mpg of my Mk4 by 15%.
2) Get your C02 setting checked out - you might be running too rich.
3) Check for fuel leaks, particularly around the pump and filter.
4) Check your tyre pressures.
5) Check your fuel cap is fitting properly.

Rather than worry too much about the range per tank (for example, maybe your tank doesn't "brim" as much as mine ?!?), I would work out your "real" mpg by filling the car up as much as possible, resetting your mileage, then drive for a week or so and then re-fill your tank at the same petrol station (to get the same pump nozzle length). Take the exact litres used, turn it into gallons (1 gallon = 4.55 litres), check your mileometer and divide the two.

On that basis I get between 35 and 40 mpg depending on how much motorway driving I've done.

Hope that helps,
Dave
