Just had some new wheels put on but now the tracking is slightly out, is this normal?

Changing the wheel will make no difference to how far out the tracking is. If the tracking was out before then wider wheels will make it more noticeable

Just noticed on the front that one wheel is sticking out more than the other! what could this mean? my steering does pull to the left a bit, could this be why?
