steering clunk

hi guys  i've got a clunking noise when i turn steering wheel to full lock i have traced it to the top of the springs moving in the mount
does this mean the top mounts are knackered

existing mounts are bonrath, suspension is koni with lowered springs
or are the spring cups knackered

steering is fine when driving except on full lock
all bushes and engine mounts are fine but if i jack up car i can turn the springs by hand is this normal?
its a mk1 cabby btw
