Rust on arch - best solution?

On the passenger side front wheel arch I've got rust coming through. Just wanted to know if I should replace the whole panel or have a go at repairing the area. If a panel swap is something i could do at home then that would be a better option as I'd have to take away some trim to get rid of the rust anyway. It's a MK3 Golf and I'd just like to know what seems to be the most logical solution. Pictures to follow when I find the USB cable for the camera.

Can't find the usb cable for camera. Will keep trying though. Is a panel swap an easy job?

if you can find a same colour tidy wing.... do that as they only bolt on and unless you repair properly the rust will come back later!!
