gti 16v running prob anyone help??

i have a 16v 97 i ran it out of fuel earlier today,then went to put a good 15 litre in and now i get nothing but juddering and it wont go above certain revs when moving but is fine when stationary,as if something is holding it back.the fuel pump that is on the car makes a whining noise and has done since i bought.could it be this?

By running out of fuel the pump may well have sucked up sediment/crap lying about in the bottom of the  tank, which is now blocking the piperun to the injectors. Change the fuel filter as a first task.

Yea change the filter but also disconnect and blow through the pipes!
