Footwell paddling pool

When it rains my passenger footwell fills up with water and despite my best efforts i can't find where it is coming in. But i discovered today that the sunroof has a drain hole which comes out by the door and this was blocked. Could such a simple thing have been the problem or is it wishful thinking on my part ? Before you say it i know i can wait and see what happens when it rains again but someone else might have had the same problem.

Not sure about mk3's but on the mk2's water would run down the plastic scuttle below the windscreen, and if the drain holes were blocked water would leak over and go into the heater air intake vents and work it's way down to the footwell, if that helps!
