You'll likely get awarded a refund, but only if you send the wheels back to the seller first and that proof is provided. I can't see you being offerered anything to do with getting them repaired unless you come to an arrangement with the seller.
I had someone recently buy a cast iron fireplace off me. I offered no postage option and they used their own independent courier. They then opened a paypal dispute saying it never fitted together correctly (it did) and even without showing any pictures I was prompted to refund them. However the item firstly needed to be returned by a reputable, insured and tracked courier and proof of return shown which obviously never happened due the cost. I never heard of them again and the dispute was closed.
