Rebuilding thread- yellow colour concept

Doing some work on my mk3 colour concept, got new wings coming tomorrow, new bumpers and grill already there can anyone explain the process of fitting new sills to my car as there is major damage?
New spray job is planned for around 6 weeks time while I resit my driving tests

cut panel/rust out and weld replacement panel on or cut it up and replace the rust.
