No, it will be higher than 90,  mind you the golf temp gauges tend to sit half way untill it over heats then shoots up to max i find!  but between fan cycles the gauge never moves from 90,  but back to the point, for the price of a stat... its a clear first step, then temp sensor, then look into blockages etc..  thats what i would do anyway.
10 golfs and counting! 

Engine cranes = the ultimate tool to test the tensile strength of Everything you didn't disconnect!

yeah I think the newer temp sensors stay at 90c until its really overheating - was once told this was to stop people panicing about "my car is 100c" etc - entirely normal in some cases.
You only ever need two tools in life. If it moves and it shouldn't use Duct Tape. If it does not move and it should, use WD40.

Start it cold with the expansion cap off,  turn the heater to full in the cabin, let the engine warm up until t-stat opens.  Massage hoses to help any air around.  Occasional blips to 2k rpm sometimes help.  Switch off and tightly replace cap.
