I had this very same problem when i fitted my momo steering wheel. It was in fact as you mentioned before that flap of metal not making contact with the copper ring on the boss. I couldn't manage to bend the strip far enough in the end, so all i did was wrap the strip in about a foot of tin foil then put it all together....and hey presto i could honk my way through my MOT! Complete bodge job, and i dunno why i am telling everyone this when i am trying to sell my Golf on here.....

Nice bodge! I have the same problem but with 11 months til my mot il deal with it another time! for now its amazing how much i seem to have chilled out without my horn!

Thank y ou for your replies.
It turned out to be that the metal flap wasnt contacting the bottom of the boss
It works now and I'm happy. Also managed to get my rear windscreenwiper working so quite chuffed
