Heater controls help

Ok I have been having a problem with no heat from my heater. Today I changed thermostat and tested the matrix by taking both pipes off and blowing water through it. Water flowed fine through the matrix so it has to be something to do with the controls inside the dash.

How do and where do I look inside the dash to see what's not working?
Is the heater control an electric switch that controls something inside dash or does it have a cable attached to it that turns and opens something inside?

No mine is just 3 dials. Heat. Fan speed. And vent choice.
With 2 button underneath AC and recycle. Just had the front panel off and took the 4 screws out to pull dial cluster out but can't get the bloody thing out as its sat behind the plastic panel. Thing is when I turn the heat dial from cold to hot you can defo hear it switch over inside and it goes slitely Luke warm so sounds like it is working.

It's doing my head in now. The matrix has water flow and the blower work fine but still only luke warm if that.
