Thought new xbox is only going to be announced in q1 next year and only hit the market in 2014... or something I read on engaget, plus they will be building a new and better kinect2 for it.

Not entirely sure they're building a Kinect 2, they've just announced that on Feb 1 you can buy kinect for your PC  It'd be a kick in the nuts for all kinect owning customers if they did that.

I've seen a vid of a hacked Kinect sensor (using dev tools) being used to control windows 7, Minority Report stylee.

Was impressive, although a bit buggy.

Yeah that's a bit bodgey dodgy, you can preorder a proper Kinect sensor for Windows on Amazon from Microsoft, to be released 1st Feb
